All fines and penalties mentioned in the first notice shall be paid to any authorized accredited payment centers unless a protest is filed. When this happens, the driver shall pay at the Central Office, Collection Division of MMDA at the MMDA Bldg., EDSA cor., Orense St., Guadalupe Nuevo, Makati.
When the violator doesn’t file a protest and fails to pay the fine or penalty within the seven-day prescriptive period, a Final Notice will be issued by the MMDA.
If the violator still fails to settle the required fines and penalties, the vehicle’s license plate will be added to the Alarm List, reported to the LTO, and will not be allowed to renewal until the penalties or fines are fully settled.
The notices will be sent by the personal service by the MMDA personnel, registered mail or a courier service by a government or private service provider. It was not specified in the guidelines when the MMDA will be able to send the notices, but the seven-day protest period is said to start on on the day the violator receives.
Violators who refuse to receive or accept the notice without a valid reason will be deemed to have received the same by leaving a copy thereof and submission of an affidavit of service or report attesting to the fact of refusal to receive by the messenger or service provider, hence, shall be covered by the above provisions.
