8 Things to Understand Now That VP Sara Duterte Has Been Impeached

Vice President Sara Duterte’s impeachment by the House of Representatives goes beyond just being another political headline. It is a consequential development in Philippine politics whose repercussions will be felt for years, regardless of what happens next.

Supporters see it as an important constitutional process, while critics view it as politically motivated. But beyond the noise online, the impeachment also raises practical questions about how the process actually works, what role the Senate now plays, and what the political implications could be moving forward. 

Here are 8 important things to consider now that Vice President Sara Duterte has officially been impeached.

 

8. Impeachment does not mean automatic removal from office

One of the biggest misconceptions surrounding impeachment is that it automatically removes an official from power.

It does not.

The House of Representatives’ approval of impeachment articles means a formal case has been filed against Sara Duterte. However, she remains Vice President unless the Senate votes to convict her during an impeachment trial. Until then, she continues performing the duties of her office.

 

7. Conviction in the Senate is much harder than impeachment in the House

The House and Senate follow very different voting thresholds. In the House, only one-third of members are needed to approve impeachment articles. With 255 votes out of a maximum possible 318, the lower house has indeed surpassed that threshold. 

In the Senate, however, a two-thirds vote is required to convict. With 24 senators, that means you only need 9 people to acquit the Vice President to ensure she does not get removed from office.

That math is one reason many political observers believe conviction may be significantly harder than impeachment itself.

 

6. Senate leadership suddenly matters much more

Before this week, most Filipinos probably did not closely follow developments in Senate leadership. Now, they matter a lot more.

The Senate will effectively act as the impeachment court, meaning leadership decisions, procedural rules, and political alliances inside the chamber will receive far more public attention. That is also why the recent move by senators to replace Senate President Tito Sotto with Alan Peter Cayetano quickly became part of the larger impeachment conversation.

5. The impeachment is now connected to bigger political developments

Even though the impeachment focuses on allegations against Sara Duterte, many analysts now view it as part of a much larger political realignment.

Public discussion is increasingly linking:

  • tensions between the Marcos and Duterte camps,
  • the approaching 2028 elections,
  • Senate alliances,
  • and developments involving former President Rodrigo Duterte.

Whether intentionally or not, the impeachment has become tied to broader questions about political power and succession in the Philippines.

 

4. Impeachment trials are both legal and political processes

Impeachment follows constitutional rules, but politics inevitably shape the process. History shows that impeachment outcomes do not always follow public expectations:

  • Bill Clinton was impeached but completed his term.
  • Donald Trump was impeached twice and later returned to office.
  • Joseph Estrada faced impeachment proceedings that eventually contributed to EDSA Dos.

Because of this, analysts are cautious about making firm predictions based only on the impeachment itself. The aftermath could very well be even more important.

 

3. The trial could take longer than many people expect

Many people imagine impeachment as a fast-moving political showdown. In reality, impeachment proceedings can become lengthy and procedural. Possible developments include:

  • debates over evidence,
  • procedural disputes,
  • legal challenges,
  • scheduling delays,
  • and negotiations among political blocs.

That means the impeachment story may continue unfolding over months rather than days.

2. Senators will now face much greater public scrutiny

As the Senate prepares for a possible impeachment trial, public attention will increasingly focus on individual senators and their positions.

Statements, alliances, absences, leadership votes, and procedural decisions will all likely be examined more closely moving forward. Recent developments involving senators such as Bato dela Rosa have already intensified public discussion about Senate alignments and voting blocs.

For many senators, their position on the impeachment could become one of the defining political issues leading into 2028.

 

1. The impeachment process itself may already be changing Philippine politics

Regardless of whether VP Sara Duterte is eventually convicted or acquitted, the impeachment process is already reshaping political conversations in the country.

It has:

  • intensified scrutiny on political alliances,
  • shifted national attention toward the Senate,
  • increased focus on constitutional processes,
  • and accelerated discussions about the future of major political camps ahead of 2028.

In recent history, whoever is considered the first noteworthy presidential hopeful often gets politically ganged up on to the point they end up losing come election time. Despite that pattern, there’s no guarantee it will hold here, and what happens in the impeachment proceedings will absolutely reshape things in ways none of us could predict right now.
